This releases water before it builds up and creates hydrostatic pressure, which is the leading cause of retaining-wall failure. Can footings be founded into the sandstone bedrock?

The engineer determines the footing based on the ground conditions, and we excavate and build to that specification, breaking out rock where needed. Do engineered walls need council approval?

Often they do. Walls that require engineering frequently also need council approval or a Complying Development Certificate through a certifier, and coastal or bushfire-prone land can carry additional planning controls. Northern Beaches Council is the relevant council. The engineer designs the wall, the certifier or council approves it, and we build to that approved design.
